In March and April 2016, Jianqiang X. learned that Runlin X. (handled separately) needed to find someone to drive a motorboat for smuggling to Hong Kong, and he actively sought people for him and gathered Shaowen F. (sentenced) to participate. At noon on April 10, Jianqiang X. arranged for the driver to pick up Runlin X. and Shaowen F. to board the boat in Minzhong Town. Xu Runlin and Feng Shaowen drove an unlicensed motorboat to Hong Kong. At 12:30 a.m. the next morning, Runlin X. and Shaowen F. were intercepted and inspected by the public security organs when they passed the waterway near Tianjisha sluice in Minzhen Township. The public security personnel arrested Shaowen F. on the spot and seized unlicensed motorboats and 77 bags of cargo loaded on the motorboats. Jianqiang X. confessed to having smuggled endangered wildlife products.
