In violation of the state regulations on the protection of rare and endangered wild animals, defendants Aimin Z., Nan L., Jie W., Dongdong H., Dalin H., Zhi W., Jiangtao G., Xiyuan L., Gao W., Zhengwen L., Yu D., Jing T., Xueyi W., Tengyan Xu., and Shuo Ch.
On January 23, 2015, Zejun Z. invited Xinlie C. to come to Bijie, Guizhou to catch eagles. The next day, the two hunted and captured one eagle each while passing the road from Puyi Town to Dafang County. On the evening of the same day, Zejun Z. and Xinlie C. met with fellow villagers Jinliang L., Yihua W., Nenghai F. and Heliu G.
