In July and August 2018, Shijin Z. wrapped the two blank transportation certificates in plastic bags and checked them to Liubin Z., and they agreed to settle the charges by the end of the year. In October 2018, Liubin Z. began to purchase moorhens, night herons and other wild animals from Wu (other case) in Chizhou City. In order to sell the wild animals, Liubin Z. completed and printed out the two blank transportation certificates he purchased. On October 22, 2018, Liubin Z. used one of the forged transportation certificates to transport wild animals, but the certificate was not seized due to the match. On November 21, 2018, Liubin Z. used another transportation certificate to entrust the bus from Wuhu to Guangzhou to transport the purchased wild animals. Because the certificate expired and the cargo and the certificate did not match, the police of the County Forest Public Security Bureau seized them. After on-site inventory, 479 live animals were seized. Among them, 181 of them were owned by a person from Wuhu City, and the remaining 298 animals were owned by Liubin Z. Liubin Z. confessed to having traded in official certificate and covered up or concealed crime-related income, Shijin Z. confessed to having traded in official certificate.
