Abstract

Ndoungue Alex is a Congolese (from DRC) who was detained at the Ouesso prison for illicit circulation with ivory tusks. On 23th April 2017 at 6:00am, Ndoungue Alex escaped from the prison. An investigation was therefore opened by the state prosecutor that led to the arrest of Ngakosso Martellange Serlio, a police officer from the Mobile Unit who was at the guard post till around 2:00pm on that day. Ngakosso was brought before the state prosecutor and then sent to court for trial.
