Abstract

Balonda Armand is a guard at the MTN antenna at Moukoulougou village in the Nouabale Ndoki national park. Since 2014, he used to hear gun shots of PMAK and used to come across poachers while on service. During the year 2016, he discovered two war weapons (type PMAK) wrapped in a black fabric hidden inside grasses. One known as Malachie introduced himself to him as the owner of the weapons and gave XAF 300,000 (three hundred thousand) to hide the information. Few days later, one named as Pembele Samuel came to claim the real ownership of the weapons and Balonda told him that the weapons were already collected by Malachie. The information was given to rangers who came and arrested Balondo Armand. Brought before the state prosecutor, Balondo was sent to court for trial where the state prosecutor required that the facts be requalified as failure to report a criminal.
