Abstract

NGOYI Donald Bebert, a resident of Secka village who worked as a primary school headmaster of that village, received information that the sale of pangolin scales brings in a lot of money; therefore, he bought the scales from the villagers at flat rates; so he also bought scales from DOBO Dominique, who told him that he knew a buyer in Ouesso. Motivated by this information, NGOYI accelerated the purchase of the goods to 22 kilograms and drove with a vehicle to Ouesso to deliver the goods. During a routine check, he was intercepted by the police and a bag containing giant pangolin scales was found on him.
