In early November 2017, Hailing Z. and Xingyi Y. discussed the purchase of ivory products. Hailing Z. entrusted his cousin Minwei L.(handled separately) to purchase 2 ivory tips and mailed them to "Yangzi Antique Shop" (operated by Xingyi Y.), Hualian Antique City in Nanguan District Changchun at 10 o'clock on November 10, 2017.

The appellants applied twice for permits to import and keep lions but the applications were rejected by the respondent. The appellants them applied to the High Court for the review of the respondent’s decision and for ancillary relief. The application was dismissed with costs.
