In the first half of 2015, in order to sell and transport wild animals, Xu purchased about 100 copies of forged blank transportation certificates (affixed the forged Anhui Provincial Forestry Department wild animal and plant management special seal) from Chen (another case) at a price of 30 yuan each. From April 1 to July 3, 2015, Xu filled out 59 blank certificates to be used for the consignment procedures. On July 9, 2015, Xu learned that the public security organ was recalling the forged transportation certificate retained by the airline, and then destroyed part of the fake transportation certificate that was not completed after the purchase. On July 28, 2015, investigators from the Anhui Provincial Forest Public Security Bureau arrested Xu at Zhougudui Market in Hefei City, and seized three copies of blank transportation certificates that had not been destroyed in Xu's rental office. Xu confessed to having forged, traded in official certificate.
